MSN Weather JP 動くようになりました。
よく読んで理解していなかっただけみたいです。
C:\Users\ユーザー名\AppData\Local\Microsoft\Windows Sidebar\Gadgets\MSNWeatherJP.gadget\js\weather.js の中の
xmlDoc.load("http://weather.service.msn.com/data.aspx?src=vista&wealocations="+locCode+"&weadegreetype="+degreeType+"&culture=ja-JP");
これに書き換えれば今まで通り使えます。(^ω^)
